Introduction:
The right to education holds special importance, not only as a fundamental human right but also as a means to develop individuals’ personalities and their ability to play active roles in their communities. Fulfilling this right is also a gateway to enabling individuals to access other rights. For people with disabilities, the right to education takes on additional significance. It is a key factor in enabling their integration and empowering them to claim their rights. It is also essential in enhancing their limited opportunities for employment, political participation, economic activity, and other aspects of community life.
Given the unique importance of the right to education for people with disabilities, this paper aims to present an overview of the state of education for people with disabilities in Palestine, the current policies, and a review of the strategic directions for ensuring their right to education.
This paper is based on the National Strategic Framework for the Disability Sector, issued by the Higher Council for Disability Affairs and approved by the Palestinian Cabinet at the end of 2012. This framework serves as a reference in this regard, representing the strategy and direction of the Higher Council for Persons with Disabilities, the primary body responsible for their rights. It also provides a coordination mechanism at the national level between relevant entities, ensuring that efforts are integrated rather than fragmented or duplicated. The framework was developed through a participatory approach that ensured the representation of people with disabilities, their representatives, and the involved institutions, including both official and private educational institutions.
